Budget 2027 Stamp Duty Exemption: Could Your First Home Cost RM15,500 Less?

The proposed tier reaches homes priced up to RM750,000, but only SPAs signed from 1 January 2027 are expected to qualify.

TL;DR: Quick Summary

Relief proposed up to RM750,000: First-time buyers get full exemption on the first RM500,000 and 50% on the balance.

Homes up to RM500,000 stay fully exempt: The existing exemption extends to SPAs signed by 31 December 2030.

A RM750,000 buyer could save around RM15,500: Hartamas estimates RM15,500 to RM15,700 across transfer and loan, with a 90% loan.

The SPA date decides eligibility: Only SPAs signed from 1 January 2027 to 31 December 2030 are expected to qualify.

Nothing is law yet: The relief depends on the exemption order being gazetted.

More financing support: SJKP guarantees of up to RM20 billion are expected to help 80,000 first-time buyers, with a focus on the self-employed.

The Budget 2027 stamp duty exemption proposes to extend first-home relief to homes priced up to RM750,000. Under the current exemption, first-time buyers paying above RM500,000 receive no stamp duty relief. Preliminary NAPIC data puts Selangor’s Q2 2026 average house price at RM561,187, inside this band.

What Does This Mean for Buyers?

  • Mid-tier first homes come into scope: A RM600,000 or RM700,000 first home would fall within the proposed relief.
  • The ceiling looks firm: Based on the announced wording, a home priced above RM750,000 appears to fall outside the new tier entirely.
  • Final terms still matter: The gazetted exemption order will set the conditions, including who counts as a first-time buyer.

Pro Tip: If your shortlist sits close to RM750,000, check how the final exemption order defines the price before you commit.

How Much Could You Save Under the Budget 2027 Stamp Duty Exemption?

A first-time buyer of a RM750,000 home could save an estimated RM15,500 to RM15,700. This Hartamas estimate assumes a 90% loan of RM675,000. It applies the standard stamp duty scale administered by LHDN.

Why Is the Loan Agreement Saving a Range?

The loan agreement saving depends on how the exemption is apportioned. The proposal does not yet specify the method.

  • Higher estimate (about RM2,900): The first RM500,000 of the loan is fully exempt, with 50% relief on the remaining RM175,000.
  • Lower estimate (about RM2,800): The loan is split in proportion to the price bands, so two-thirds is fully exempt.

Pro Tip: Ask your lawyer for a stamp duty quotation under both the current and proposed rules before you sign. If you are negotiating now, also discuss a realistic early-2027 SPA date with the seller.

Who Benefits Most From the Budget 2027 Stamp Duty Exemption in the Klang Valley?

First-time buyers purchasing homes priced between RM500,000 and RM750,000 benefit most. In Selangor, which makes up much of the Klang Valley, the average house price was RM561,187 in Q2 2026, according to preliminary NAPIC data. In our experience, many buyers at this level are from the M40 income group.

What Does This Mean for Residential Investors?

Residential investors are not direct beneficiaries, because the relief applies to first homes only. Any effect on investors is likely to be indirect, through demand for mid-tier stock. Hartamas will be watching the RM500,000 to RM750,000 segment most closely through mid-2027.

  • Possible upside: A wider pool of eligible first-time buyers may support resale demand for units priced in the band.
  • Rental consideration: Some tenants may choose to buy instead, which could soften demand in certain projects.
  • Limits of policy: Stamp duty relief does not offset weak rental yields, oversupply or poor building management.

Pro Tip: Investors weighing a mid-tier unit can test the exit case against the first-time buyer pool, not rental yield alone.

How Does the SJKP Housing Guarantee Help Self-Employed Buyers?

The Budget allocates up to RM20 billion in housing financing guarantees through Syarikat Jaminan Kredit Perumahan (SJKP). The government expects the guarantees to help 80,000 first-time homebuyers. Self-employed individuals without a fixed income are a particular focus, as stated in the Budget 2027 speech.

Self-employed buyers often find loan approval difficult without a fixed income. Lim expects the guarantees to help more of them secure financing and support lower-tier home sales.

  • What it may solve: Lenders may be more willing to finance applicants with irregular income.
  • What it does not replace: Banks are still expected to assess repayment capacity, including your debt service ratio (DSR).
  • Details still pending: Eligibility rules and participating lenders will shape who actually benefits.

Pro Tip: Self-employed buyers can strengthen any application by keeping declared income consistent across tax filings and bank statements.

What Should First-Time Buyers Check Before Signing in 2027?

Before signing, a mid-tier first-time buyer should confirm five points with their lawyer and banker.

  1. Eligibility: Confirm you meet the first-time buyer definition in the final exemption order.
  2. Price: Check that the purchase price is within RM750,000.
  3. SPA date: Make sure the SPA is executed between 1 January 2027 and 31 December 2030.
  4. Gazettement status: Ask whether the exemption order has been gazetted.
  5. Financing fit: Verify loan eligibility and DSR before paying a booking fee.

If you are considering moving your SPA into 2027 to qualify, weigh the trade-offs of waiting:

  • Unit availability: Your preferred unit or launch pricing may not be held until January.
  • Policy risk: Final terms could differ from the Budget announcement.
  • Seller response: Some sellers may adjust asking prices if demand in the band picks up.
  • Financing validity: Loan offers carry time limits that may not stretch to a later SPA.

First-time buyers can use our checklist of 9 things to check before paying a property booking fee to make a more informed decision.

Pro Tip: Treat the stamp duty saving as a buffer for legal fees and renovation, rather than a reason to stretch to a pricier home.

What Is the Bottom Line for Klang Valley Homebuyers?

The Budget 2027 stamp duty exemption narrows a long-standing gap for mid-tier first-time buyers. On a RM750,000 home, the estimated RM15,500 saving is meaningful but rarely decisive. It may work best as a cost buffer, not a reason to raise your budget.

Timing is the main trade-off to weigh. Signing between 1 January 2027 and 31 December 2030 is expected to bring a mid-tier purchase into scope, subject to the exemption order being gazetted. Whether waiting suits you depends on the unit, your financing and your timeline.

Frequently Asked Questions

1. How much stamp duty can a first-time buyer save under Budget 2027?

On a RM750,000 home with a 90% loan, Hartamas estimates a saving of about RM15,500 to RM15,700 across the transfer and loan documents. Buyers of lower-priced homes in the RM500,001 to RM750,000 band save somewhat less, as the portion receiving 50% relief is smaller.

2. When does the Budget 2027 stamp duty exemption take effect?

The proposed relief applies to sale and purchase agreements signed from 1 January 2027 to 31 December 2030. The date the SPA is signed decides eligibility. It remains a proposal until the exemption order is gazetted, so buyers should confirm the final terms with their lawyer before signing.

3. Does the exemption apply to homes priced above RM750,000?

Based on the Budget 2027 announcement, no. The new tier covers first homes priced up to RM750,000, and a home above that price appears to fall outside it entirely. The final exemption order will confirm the exact conditions, including how the purchase price is defined.

4. Who counts as a first-time homebuyer under Budget 2027?

The exact definition will be set in the gazetted exemption order. Previous first-home exemptions have applied to Malaysian citizens who have never owned a residential property, but the Budget 2027 terms may differ, so check the final order with your lawyer before relying on the relief.

5. How does the SJKP guarantee help self-employed buyers?

The Budget allocates up to RM20 billion in SJKP housing financing guarantees, expected to help 80,000 first-time buyers, with a focus on the self-employed without a fixed income. The guarantees may make lenders more willing to finance irregular earners, but banks are still expected to assess your repayment capacity.
